Motivation: Baseline for Robert Filter case comparisons -- 24-hour ocn coupling
            and CESM1_MOD. Very close to oob; only the following exceptions:

Default Settings:
            uses the standard value CPL_SEQ_OPTION = CESM1_MOD
            ice_ts is set via standard avgfit method
